open up dE/dx cuts for pions and kaons in the CDC ... #1158

... to allow for values from amplitude, removed dE/dx cut for electrons in FDC since it is not calibrated

cdc_pion_cut

This plots shows the new function for pions and kaons. Everything above the line is cut.

Thanks, we should a small test to see how the speed of an analysis launch might be affected, but I think this is OK enough to merge...
