Initial pull of BGRate_calc program for automatic addition to MCWrapper. Will follow with tools for a BGRate study by run. Need to add BGRate_calc to SConscript file in sim-recon/$SIM_RECON_VERSION/src/programs/Simulation directory in order to use. Running BGRate_calc, BGRate_calc -h, or BGRate_calc --help to see usage.
