7 years ago It looks like the Mailchimp free tier will be the best option for now. It has plenty of room to grow before charges are incurred (which due to this being a no-profit-whatsoever side project is a critical selling point)
I'll get it setup within the next couple days so I can close this.
Add a box to subscribe to an email newsletter (bi-monthly? monthly?) that features the latest posts on the site (footer?)
