chromium has dropped libv4l2 since v117 #16

FYI: https://github.com/chromium/chromium/commit/72d438bcd230395b4a8e1d3f93f740c58c9d4bde What are we going to do to make mpp work in the future?

it's not that hard to add libv4l2, for example i've added it in the camera as well.
