Support for model training when interoping with C#.

Update the build to use the clang frontend and the MSVC backend. (I have not benchmarked the changed.)
Update the AppVeyor build
- Publish debug and release binaries.
- Use VS 2017 image; ditch Ninja in favor of MSBuild as a result.
- Use msbuild binary log.
Addressed various interop issues.
