Hotkeys: encoding bug #8

What steps will reproduce the problem?
1. Add new hotkey (Settigs->Hotkeys->Add...) with text in Russian
2. Use new hotkey
3.

What is the expected output? What do you see instead?

Expected output is my prepared russian text, but encoding of inserted text
is wrong

What version of the product are you using? On what operating system?

Exodus 0.9.1, Exodus 0.10.0; Win XP Prof SP2 RUS

To what server (if public like jabber.org) are you connecting?

What plugins, if any, are enabled?

Please provide any additional information below.

Same with other languages. It should support UTF-8.
