Add additional restrictions to 'locked' mode to prevent accidental screw-ups... #236

Kids sometimes hit the wrong buttons, so the 'locked' mode should be extended 
to also block access to:

All config screens past page #1
'B' + Up-Arrow to change partions
'B' + Down-Arrow to change sort-order
'B' + Favorites_Button to change catagories

To accomplish this in code just re-work a couple of files to add some enhanced 
'm_locked' checking...

All the changes necessary for the above are in the attached DIFF file...

thers no need to do that, as it already hides the game settings and all the 
necessary options in main settings if code is set.  Ive added a forced reload 
when code is put in or unloacked, and made the sort/partition change locked for 
now, until someone complains.
