Relocated Cache folder appears not to work

What steps will reproduce the problem?
1.Move cache folder from SD:/wiiflow/cache to SD:/apps/wiiflow/cache
2.Update wiiflow ini cache location to point to new location
3.launch wiiflow

What is the expected output? What do you see instead?
Instead of quick loading folders, takes time to render image views...every
time program is launched, or theme changed, takes time to render images.

What version of the product are you using? On what operating system?
R25 with cios249 (rev14) or with cios222/223 rev4
