It looks bad to have the scouts all fly off and abandon their frigates and destroyers. Maybe have them automatically "escort" any larger ships nearby in the absence of an enemy?
If enemy nearby, engage enemy. Otherwise, if capital ship nearby, match speed and escort it. Otherwise, proceed to final goal at max speed.
Something like that? Saves us from explicitly linking ships in the level, and gives them something to do if their original ships are destroyed.
