make bill-number more obviously an "as-if" stand-in quip #5

There's already a real "SB1028", so that's a suboptimal stand-in name for this proposal.

But, rather than a generic "XXXX" or "TBD" or "TK", a number far outside usual bill numbering that's still evocative of both "SB1047" and the powers-of-ten discussed in frontier model debates could be used as a jokesy stand-in name: "SB 10^48".

10^47 might be even better as it feels like more arbitrary power of 10 than 48 which is at least a sum of powers of 2 and as a string is a more minimal diff from 1047.

After a few conversations, I think we should go with "California Senate Bill Draft", omitting a number altogether, and running with the name "The Freedom of AI Innovation ACT [FAIIA]" as the term to reference it.
