Minor Improvements #55

Minor improvements to the OPW kinematics plugin. The primary changes are to facilitate the development of the railed kinematics plugin:

Moving the LimitObeyingSols struct to the header so it can be used by other classes
Making distance calculation utility functions static for use by other classes

@JeroenDM should I also make a similar PR against the melodic-devel branch with these changes?
