Remove opw kinematics submodule from melodic-devel #81

do we actually need to keep melodic-devel around? Shouldn't noetic-devel work on melodic just as well?

I planned to sync all noetic changes to melodic and keep melodic-devel, but it's not working out... :) It's probably easier to sync melodic to noetic and keep noetic-devel around.

I'll create a list of things that need to be synced before removing melodic.
