There are 2 problems with the lavaan model syntax for the estimation model when imposing stationarity constraints:

The within-components have factor loadings constrained to 1; these should be freely estimated.
The variances of the within-components at the first wave are freely estimated; these should be fixed to 1.

Fixed from version 0.1.0.9000 onwards. Stationarity constraints are now imposed on the estimation model as described in the supplementary materials of Mulder and Hamaker (2021).
