No duplicate detection for handphone #7

There should never be 2 identical handphone numbers attributable to 2 different people, however there is no duplicate checking when it duplicate numbers are found across contacts

This is made even more confusing when a strict duplicate detection scheme for names is used, but not for handphone numbers.

Team's Response

The Phone Number field is not intended to only capture handphone numbers specific to the individual. Users are intended to be able to enter valid phone numbers for places of work (e.g. office numbers) if they are not privy to the user's handphone number and instead contact them through their place of work or organisation.
