The occupier is known from the Utility Account and there is Property Customer History (for the occupier) the Property Card from the History menu item. The occupier is really the bill payer and that is something that is referenced in the MUA current database.
More often than not the occupier and owner are the same but where different it may be useful to know who owned the property over the years.

What is the business case for this? I assume you need to know who to contact about access (emergency or otherwise) or to advise of works related to the property. Would this not also apply to the Occupier? Do we need a history of Owners (from/to)?
