Account - Copy Bill To #43

What is the intention here? there does not seem to be support for the stated functionality of copying the bill to customer/property.

What does that mean anyway?

The utility bill gets sent to the address on the Utility Account. I believe the intention was that when a bill was printed that there was an option to send a copy of the bill to the customer address or the property address. This was, I imagine, for actual printed invoices. I doubt if anybody has ever used that. It can be dropped.
