Does this feature still apply? Should it be an addon?

How does this fit with "smart" meters?

For water meters I would say yes it would still apply. Even "smart" or AMR (automated meter reading) are generally read by either walking by or driving by the meters so it would make sense to know which order the meters are to read if output to software such as Temetra by Itron or similar.

Electricity meters are different and can be read as we know in any order they like if smart meters but same would apply like water if it was a company that didn't have smart meters.
