Simplified Chinese support #398

Some words are not translated because I failed to find the official translation name of them (source: TARDIS & Doctor Who). I'll talk to my friends about them later.

I appreciate the work put into translating! I am not sure if this is for the 1.19 version of the mod or 1.16 Translations are usually done via: https://crowdin.com/project/regeneration

Sorry but the file on Crowdin seems to be outdated and I do get used to upload my translation via GitHub.

Crowding prioritises 1.19, it's more up to date than 1.16 :)

You can submit here, that is fine
