Added mail system #2

Sorry I wasn't able to get a chance to test this, but it SHOULD work. I don't have a MySQL database set up for this. If you add it to the server, let me know how it goes (I didn't realize you had put up a beta app, so I'm not on the server) ;) Also, the details for the MySQL table required for the mail system is in the commit for it. Finally, the reason I chose to have a cleared column rather than just delete it is because then if there's an issue (like someone trying to report someone else), then you can recall it later.

I hope I did this pull the right way, I'm bad at pulls.

BTW, I added you as a collaborator to my fork so you can pull in updates to it yourself, instead of submitting it and then having me confirm it.

Please read my comments and make changes as needed. This is a non-essential feature, and should receive a full implementation, rather than a skeleton.
