Hey, so is there any way to have like app on PC for authenticating and the same app for Android too?

Why no, it should be pretty easy to make such an app. At least to my programming knowledge.

Because nobody cares enough to make an app. In addition, SDA already suffers from a massive fraud problem, an android app would probably have a similar problem.
