[Fix]: Requirements for pre-commit, readme .venv update #25

Fixes the pre-commit command not found, noticed by @LoayTarek5 in https://github.com/Jesulayomy/SCHub/issues/8#issuecomment-2394956170

Also changes environments sample to use 127.0.0.1:5001
