Video Properties should be displayed with the card properties?

This issue/discussion stems from ENG-1068

Problem:

On a video card, the properties panel will either be showing Card Properties or Video Properties:

• If the user wants the card properties, they need to click outside of the card
• If the user wants the video properties, they need to click inside the card

We wonder if this is causing confusion for users.

Solution:

After discussing with @tataihono , we wanted to suggest this change:

Since a card with a video cannot show any other blocks, what if we combined the panels and added the video properties onto the card properties?
