Do not generate commands in UNDO/REDO stack when command actually doesn't change things

It is applicable for scroll, zoom, track options, etc. commands. E.g. if at all chromosome level I'll press <- key arrow, than nothing changes, but I get Undo sroll left command or new cmd will be created if I set the same track color as it was before.
