Migrate to Maven Central #9

JFrog is sunsetting Bintray, so we need to move.

We already have credentials and deploy permissions to org.jetbrains.bio, so all that remains is:

[x] add Javadoc JAR to artifacts
[x] implement artifact signing
[x] provide sufficient metadata
[x] configure Gradle to upload to OSSRH
[x] configure a TeamCity build to upload to OSSRH with signing and deployment credentials
