I cannot install RiderLink plugin in Game or Engine😭😭😭😭

Judging by your nickname and logs, I suppose your username containcs non-ASCII symbols... And UE Batch scripts don't like those...
as a workaround, you can take RiderLink from Rider install folder eg
D:\PROGRAMS\Toolbox\Tools\apps\Rider For Unreal Engine\ch-0\212.4746.131\plugins\UnrealLink\EditorPlugin\RiderLink.zip
unzip it into {GameRootFolder}/Plugins/Developer/RiderLink

As far as I can tell by the error message, there's a missing Category
macro specifier in UFUNCTION
or UPROPERTY
macro call.
