It's been fixed in a Rider EAP 9
Same problem but after updating Rider to 2023.2 and UE5_3

Same for me, I get a notification to install the unreal link to the game or UE, it appears all the time on opening the project. I clicked install to the game, not to the engine, every time, with different versions something breaks. Can it be either fixed or be less obtrusive? Thank you!
Ok, I managed to make it work again:
I removed the entire Plugins/Developer/RiderLink
directory, cleaned my build, restarted Rider and re-installed the RiderLink Plugin (from RiderLInke dropdown menu).
