I'm looking for exactly opposite operation, convert IntelliJ Theme to TextMate Theme. Would be nice have that one built in as well.

I'm also searching how to do the inverse conversion, to reuse my precisely crafted Android Studio theme in vscode :) A long time has passed since this issue was created, maybe already such a tool exists?

I am also looking for this. I want to convert my Jetbrains plugin "Gerry Themes" to VScode, but seems this fork could only convert from VScode.
