Ability to support more language and region qualifiers #4449

GenerateResClassTask was failed: java.lang.IllegalStateException: values-b+zh+Hans/strings.xml contains unknown qualifier: 'b+zh+Hans'.

Can values-b+zh+Hans and values-b+zh+Hant be supported
