workflow `template-cleanup` ran twice

Describe the bug:

I created a repository generated from intellij-platform-plugin-template: https://github.com/sizumita/keider , but workflow template-cleanup is failed. https://github.com/sizumita/keider/actions/runs/4122489853/jobs/7119335910 re-run with debug logging: https://github.com/sizumita/keider/actions/runs/4122489853/jobs/7119622847

Steps to reproduce:

• Create Repository by Use this template button.

Expected behavior:

• Succeed in pushing commit

I found template-cleanup ran twice times(first time it's succeed)

Thank you for reporting — it looks like a random GitHub Actions issue. The second run succeeded and removed the cleanup workflow file so that it won't run anymore.
