Add missing PHP Docker images and update Xdebug to version 3 where supported #17

As per title, I added some missing images so that all PHP versions from 7.2 onwards have Xdebug 2.9.8 and then I added all images with Xdebug 3.0 as well

Created 5 new tags per repo and updated the latest tag for both. Hope everything will be built by tomorrow. Once again, thanks a bunch for contributing, I couldn't get around to do that because of the post-release load on support.
