Horizontal scroll bar issue

There is something wrong with the horizontal scroll bar in editor, making its position invisible. Restoring color scheme default fixes it for the current session, but if I customize the scheme, the issue comes back after a restart.

Reproduce steps:

Apply a theme from the plugin, horizontal scroll bar looks normal
Customize the scheme (I only changed the console font)
Restart IDE, horizontal scroll bar became what looks like in the GIF
Restore the scheme to its default, scroll bar issue fixed
Redo the customization and restart IDE, the issue comes back

This issue persists on JetBrains Rider 2024.1 EAP 1

Still in 2024.1.4 Build #RD-241.18034.76

Using a duplicate of Rider Dark with only the italic removed from comments.

When I make a new duplicate and remove the italic from comments and use that theme the issue is gone. But the issue returns, maybe after restart, or some time later.
