Pre realise fixes #31

  1. Implemented new design of suggestions
  2. Don't save empty array into internal artifacts
  3. Make all beans public
  4. Switch package from iaa to investigationAutoAssigner
  5. Don't show suggest when a test is under any investigation
  6. Fix json: testId is String
  7. Max Test number can be internal property as well
  8. Fix order of processing new failed tests in a build
  9. Properties name made more clear
  10. Explain current stat in a thread name
