Scrollbars are currently configured in the UXP platform submodule. This means that in order to update this submodule with each update we'll need to merge these changes ontop of the update which will be a little annoying. If possible, move the code/images into the main repo (here) and clobber the platform build files. Images are in: platform\toolkit\themes\windows\global\scrollbar, and css is platform\toolkit\themes\windows\global. Temp fix: the DNE UXP Repo
