Support Toml 1.0 #4

I need to see what has changed between 0.5 and 1.0

In theory, not too much, as I remember the author marking 0.5 as basically just 1.0 anyway, but I still need to explore it.

It also seems to be useful for FasterXML/jackson-dataformats-text#219

The abnf diff in https://github.com/toml-lang/toml/compare/v0.5.0...master may help, though the abnf wasn't final in 0.5 i believe
