Update resources for Panel 0.13.0 #264

Updating the jinja template now means that we no longer have to override the resource handling with 0.13.0. Currently this requires https://github.com/holoviz/panel/pull/3324

Thanks! Just tested with pn 0.13.0 and works perfectly if i add the .css file back in Looking forward to playing with 0.13.0, probably starting with Notifications.
