From user point of view, it is hard to differentiate failed status and return status, coz if a recipient rejected to accept the parcel it also indicated that this parcel has been failed to be delivered, might need to further explain on what's their difference. Otherwise, driver might not know put the delivery under which status.

We did not specify what it exactly means, as similar to your point, different users have different definition. Thus, we want to give users the freedom to decide how they want to use it.
