sets block not recognized in 1.8

What steps will reproduce the problem?

Open the attached file in BEAUTi 1.8.0, on either Windows or Mac.

What is the expected output? What do you see instead?

BEAUTi says there is only a single partition, but I expect 3.

What version of the product are you using? On what operating system?

1.8.0; same problem on Windows 7 and Mac (I have 10.6.8) versions.

Please provide any additional information below.

The file is imported successfully with three partitions in 1.7.5.
