Setting initial values for infinite uniform improper priors in BEAUTi #729

The infinite improper uniform prior dialog box in BEAUti won't let you set an 
initial value. Most of the time this won't matter, but it does if, for example, 
you want to fix the parameter and not calculate a prior probability for the 
value you fix it at.
