chore(manager): cleanup and fix Manager build #1497

Create dedicated package action and remove packaging logic from build. This makes start take < 1/5 of the time.
Build is simplified: it no longer needs staging percentage and platform
Start is simplified for the same reason
Remove script/ folder. The scripts were not used, or were folded into the package script.
Fix Webpack mode. We were not setting the BUILD_ENV, which I renamed to WEBPACK_MODE.
