Support CentOS Stream #387

Ran command :sudo bash -c "$(wget -qO- https://raw.githubusercontent.com/Jigsaw-Code/outline-server/master/src/server_manager/install_scripts/install_server.sh)"

Output :

Same error here. Fresh Centos Server.

Deleted earlier comment about discontinued CentOS. I forgot about CentOS Stream.
