Is it possible to deploy the VPN server in Heroku? i tried with the github code repo and deployed in heroku. but it failed and there is no proper deployment steps for it. can you please help me to deploy it in heroku and how to get the access key.

I didn't try it on Heroku. However It's free plane will sleep in 30mins if not active. And you need to keep open Terminal. Try Google Cloud. 300USD free credit on registration.

And you will have to configure Outline-Server for WhatsApp Calls, etc..

Hi @thilinadinith, as far as I know we haven't tried to install Outline on Heroku. Could you please provide more information about the VPS (OS, version, etc.)? It would also help if you paste the output of the Outline install script.
