Don't start lynx(1) when starting rufs for the first time #27

It doesn't support javascript, so it's useless to start it. Maybe just not start a browser if you don't have a DISPLAY env variable?

This is additionally awkward because we do a blocking browser call when finishing registration and the webui is showing a spinner while that happens.
