Prepare service to be able to import all cities in the world

Use sparql to get the unique data for every (city name, latitude, longitude) in all languages.

Right now the service is ill equipped to handle insertion of large amounts of data. Should consider doing at least one of following:

• improve POST request for endpoint /city
• create a new endpoint that will be able to handle this eventuality
