Implications:

Neutral NPCs would require a memory of which players attacked them.
Neutral NPCs would be hostile towards some players and not others, despite players having a common faction.

Considerations:

Would Neutral NPCs that witness an attack on another Neutral NPC also become hostile? (leaning yes)

Closing. Neutral NPCs are removed from the design.
