Cannot catch unown in Emerald #43

What steps will reproduce the problem?
1. Use emerald rom
2. Only options selected are remove trade evolutions, area 1 to 1 mapping, and 
catch em all mode

What is the expected output? What do you see instead?
All pokemon should be catchable in some location and should be present in log 
file
However, unown is not present.

This has been a problem since 2013. According to the changelog: "Temporarily removed Unown from being able to be chosen for 3rd generation games in the wild due to crashes" and they never added Unown back. A workaround I use is to just have Unown as my starter.
