in ws_trueonly the tws of the future is taken into account. why?

i am not sure if i am correct.

tws and hws represent the headwater and tailwater, which are water levels before and after water stations, respectively. Within our study domain, we focus on predicting tailwater only, i.e., ws_true. Headwater (hws) prediction requires more information from way upper stream.
