Buildings leveling way too fast #11

This is happening well after the initial mass leveling when installing the mod. Every single building ends up hitting 5/5 and they're doing it very quickly. In my old city before using this mod buildings never leveled this quickly and this evenly.

Duplicated with issue #7 and well acknowledged. The building upgrade cost will be updated in the next major update.
