Are these meant to work together? Your other mod, Land Value Overhaul, seems to solve this problem already in a much more elegant fashion. Can you explain what the intent is? Should I run both?

This mod is indeed far from elegant, but it offers some freedom in parameter tuning, which enables some sort of cheating stuff like zero land value/rent and super-fast building upgrade. There are players that prefer this kind of brute-force control on the land value system. These two mods should never be run together, as they conflict each other. You may disable this mod in case you are already using Land Value Overhaul.
