cannot install CD-HIT #21

Dear Weizhing Li's Group and other users, 

I have downloaded varies versions of your program to my 32bit Win7 operation 
system but failed in installation.

After downloading the program and attempting to compile this happens: 

C:\cd-hit-v4.5.7-2011-12-16>make
'make' is not recognized as an internal or external command, operable program 
or bathfile

Do you any suggestions as to what I am doing wrong?
