Compliance aspects are:

licence
embargo
funder acknowledgement
in a repository somewhere?
acknowledgement of research materials
free-to-read (i.e. not behind a paywall)

Just flagging up the link here to the RIOXX application profile (http://rioxx.net/v2-0-final/), which covers HEFCE/RCUK compliance. The CASRAI Open Access Reporting Working Group is currently regarding RIOXX and our APC data model as two separate things (see http://casrai.org/standards/working-groups/open-access/meetings/december-18-2014-minutes#.VMiuzWisWil).

I think we all know this but I think we need to be very clear that RIOXX is a metadata application profile, and not a data model. We use elements from RIOXX where we can, but it does not cover all aspects of what we need for the APC aggregation.
